Part of the Oklahoma School Finance for Boards Series
Module III examines how federal titles, tribal and Bureau-related streams, compensatory and multilingual funding, gifted programs, and special education finance are designed to follow students whose learning costs exceed the regular program. This experience introduces school board members to the supplemental systems that expand Opportunity and Equity for students with the greatest needs. Beyond Allocations OSFB focuses on governance, stewardship, accountability, and oversight rather than day-to-day financial administration. Participants examine how funding systems function and how effective boards ask informed questions about fiscal health, transparency, and sustainability. Designed for School Board Members Created specifically for busy local school board members, this experience emphasizes reflection, governance application, and practical oversight considerations that can strengthen board service immediately. Guided by the OCEA Framework Every OEFS module is grounded in the principles of: • Opportunity • Community • Equity • Accountability These dimensions provide a consistent framework for examining financial issues, strengthening stewardship, and promoting informed governance. A Connected Governance Journey Participants may complete Module III as a standalone experience or continue through the larger OSFB Series exploring a variety of school finance topics (including strategic budgeting, fiscal accountability, operational finance, and emerging finance trends).

Understand Charter Finance and Oversight
Examine how charter schools receive State Aid and federal funds without local millage or bond authority, how sponsorship and administrative fees work, and how growth or closure moves students and dollars across district lines.
Align K-12 Budgets with Technology-Center Finance
Learn how technology-center millages, state CareerTech aid, federal Perkins funds, and sending-district partnerships support pathways that comprehensive high schools cannot always staff or equip alone.
Govern Virtual Membership, Supplemental Courses, and Quality
Understand full-time virtual membership, district-run virtual programs, and supplemental online courses—including who holds the ADM, who pays the provider, and who remains responsible for legally required supports.
About the learning experience
Public education finance is one of the most important responsibilities entrusted to local boards of education. Effective governance requires board members to understand how charter schools, technology centers, and virtual programs move students and dollars, and how those movements affect staffing, program viability, facilities, and long-term sustainability. This Governance Application Experience helps school board members develop a practical understanding of Oklahoma’s alternative and specialized delivery systems while strengthening their capacity for informed oversight and stewardship. As participants progress through the experience, they complete a series of structured reflections and governance applications that are compiled into a downloadable Governance Reflection Journal. The journal serves as an ongoing professional resource, capturing insights, questions, and governance considerations that can inform future board service. Participants Conclude the Experience With: • A deeper understanding of charter, technology-center, and virtual education finance • Greater familiarity with how dollars move when students change sector, campus, or modality • An OCEA-based governance analysis of a local financial issue • A Governance Consideration Plan for board reflection • A downloadable Professional Development Certificate of Completion • A downloadable Governance Reflection Journal
